19 is the default for the zoom bar, but you can hack the URL by changing the number after "z=". You can only zoom in as far as Google has photography available, but that should be obvious (right?), and so far as I can tell, this only works up to 20-level zoom over New York City and not at all over the District. The only other place this works appears to be working is right here.
